Remote/Home Theatre volume question

I have the RC23 remote and I have it programmed for my TV, Sat box, and home theatre receiver (Panasonic). The problem is that I can’t control the volume of the home theatre receiver because the volume of the TV overrides it. Is there any way to change it so the TV volume doesn’t override everything else?

If wish the panasonic volume in just its device, than do the following:

1. av1 or av2
2. press and hold MUTE & SELECT for two blinks
3. enter 9 9 3
4. press VOL DOWN

If you wish the panasonic volume to replace the tv volume in all devices:

1. av1 or av2
2. press and hold MUTE & SELECT for two blinks
3. enter 9 9 3
4. press SELECT

To restore the tv volume to the tv device:

1. tv
2. press and hold MUTE & SELECT for two blinks
3. enter 9 9 3
4. press VOL DOWN
