It doesn't have an OTA tuner I don't believe. I just hooked an antenna up to the TV and the locals are fine that way.
Strange. Both VIP 612s exhibit jittery locals, but not my 722k

Yes, all 612's have an internal OTA tuner. I use them all the time. Helps a lot during severe storms.
