It's a browser made by Opera and is a free download (shows up in the Wii Shopping Channel) for now. It's labeled as "trial" so it appears that they will start charging for it at some point. I only opened up a few pages but it seems to work well.
 
Sorry, I forgot to post the details.

It is the beta of the Opera browser.

To download, go to Wii Shop in the main menu. Then select Wii Ware to download.
