61.5 on the West Coast ??

How hard is it to get the 61.5 Sat on the West Coast (my cousin is in LA near Magic Mountain)?
 
I can receive the E* 61.5 signal OK from the LA DMA (last time I checked was a couple years ago). The elevation angle is very low, though, and the signal may be blocked depending on local conditions.
 
Valencia is a tricky area. My sister used to live in Stevenson Ranch on the other side of the freeway from Valencia. The houses are so close to the hills there that it really varies from house to house if there is a good line of sight. The look angle is very low (19 degrees) so the closer you are to the freeway (west side of town) the better your chances are.
