Satellites are tested in the west end of the arc just after launch, and once that is completed, are allowed to slowly drift over to their final permanent orbital slot. Several weeks are normally required, to minimize any stationkeeping fuel usage. Any wasted resources work against the potential lifetime of the satellite.
Be patient! About a half a dozen new satellites were launched between October and December, so there will be plenty of channel moving around once each satellite is in place.
