Why does FSW HD 692 look like SD for the LA@CGY game?

Because it is not in HD. It is 16:9 SD

You can't on your reciever and It is not streched. Fox does not have an HD feed for this game so they are sending a widescreen SD picture

That is because you cannot reformat a HD station. Those settings on your receiver work only on SD channels
