Why would Spectrum cut ground wire?

I would expect it to be.
I've asked my builder for help on this. My place is new construction and the builder is very good about advocating for new home owners. My area is not that large so I am hopeful the builder's electrician will be able to extract some info from someone they know personally at Spectrum. I will be sure to post any info I get from the builder. Thanks all for the discussion, it makes me determined not to just let this slide by.

If your all that concerned, call Spectrum back out and have them reconnect the ground wire ... or do it yourself.
 
The coax line going into the Pedestal will be connected to a much larger connecting block (for lack of the correct term at the moment)
That connecting block is Definingly already grounded ....

That Coax IS grounded, provided it's terminated correctly.
Yes thats where they unscrewed it from. But go out of your way to cut the ground? and not unscrew from the home also?....Your standing there....lol
 
The cover regularly falls off the pedestal across the road from me. It's located in some brush, and when the wind blows, off comes the cover. I've never seen a lock on it.
They are typically at the base if it has one and often times, they don't want to get down to the lock or put the cover on correctly, could be in a hurry or maybe theres other items keeping the cover from closing all the way.

I'd just disconnect the coax in the box and remove the grounding cable. Those clips pull right out of the siding.
The Coax is feeding his signal, if he still has service, if not, I don't understand what the issue is, if he's not using the service, take it down if he wants .. and remove the ground.
If service isn't in use, why worry about it.

This is typically not the case if you've cancelled service, as is the case here.

You should read at least the first sentence of the OP to set the stage.
That was 30+ posts ago.

You are Correct .. in this case WHY are we even discussing it ?

He doesn't have service, rip it all out and the cut ground is a NON issue.

Personally, I have seen 100,000's of that situation over the YEARS ...

There is a Tag (he pointed out) that says If Cut or disconnected, Call to have fixed.

FWIW, if the Coax it terminated correctly in the Pedestal ... then the other end is also grounded, connected or not .
