So do these new dual tuners have better reception as compared to the old dual tuner?
I have only tried the Hauppauge (old dual tuner) and the Lark (new black dual tuner). On both of these tuners, I have observed the problem reported in this thread from the Dish Communities Forum:

For me, this issue has happened off-and-on when I try to record two OTA channels at the same time, ever since the second OTA tuner was first enabled on the Wally. (This is with the Hauppauge tuner.) When this happens on the Wally, I also see the same behavior on the Hopper Duo, with the Lark tuner. In my opinion, this is a software-related issue.
